Many of the frustrating communication situations you describe are similar to ones I experienced working for Buncombe County and that I currently experience on church committee's. Is this just life? I think here this is the result of folk's being overloaded, overwhelmed and burned out. Not a relection on you or me. No excuse, just they can't figure out a better way of handling the situation.
