Perhaps it's just that Perl has more professional coders who need to be more productive with libraries written by other people, and it's had far more man hours put into the system.
Or at-least it far more in-demand than other scripting languages and that leads me to believe it attracts more business minded people, rather than academics and tinkerers.
I know, I didn't believe it at first either; but apparently Perl even tromps PHP in the number of jobs out there for people.
